15 Star Mastery of the Special Operation will NOT unlock the Stepford Cuckoos.
One of the Tasks requires the defeat of an Epic Boss. This can be done by having the requirements needed to unlock the Epic Boss or by skipping the task by paying 30 Gold.
The requirements are:

The Hand is always performing some kind of sinister magic ritual. See if Ghost Rider can locate where are they doing it now and end it before it gets too far.

Spider-Man will make a good decoy for us to draw the ninjas away from guarding their ritual site without alerting those inside of our presence. It’s worth a shot.
